Standing at the base looking up at the 828-metre tower, watching it dissolve into haze and cloud, is more viscerally impressive than many paid observation decks. The surrounding Burj Khalifa Park is landscaped, free to walk, and connects seamlessly to the Dubai Fountain boardwalk where you can watch the evening fountain shows for nothing. The best shots of the full tower come from the JBR beach direction or from the far end of Dubai Mall's south parking structure - both free.
