Converting your home driving licence to a UAE licence is one of the first practical tasks on every new expat's list. Depending on where your licence was issued, you may be able to exchange it directly at an RTA customer happiness centre - no tests required. If not, you'll need to complete the full UAE driving course. Either way, here's exactly what to do.
Can You Exchange Directly?
The RTA operates a direct exchange programme for licences issued by over 30 countries. These include the UK, USA, Canada, Australia, New Zealand, all EU/EEA member states, Japan, South Korea, Turkey, South Africa, and several GCC nations. The full list is maintained on the RTA website and is periodically updated. If your licence is from one of these countries and is currently valid, you can exchange it without sitting any tests.
A direct exchange typically takes less than two hours at an RTA centre - bring everything in order and you'll drive home on a UAE licence the same day.

What You Need
Original Foreign Driving Licence
Must be valid (not expired). If it has expired, you will need to renew it in your home country first, or follow the full UAE driving test route. An International Driving Permit (IDP) alone is not accepted - you need the original national licence.
Valid UAE Residence Visa
You must be a UAE resident to obtain a local licence. Tourist and visit visas do not qualify. Your Emirates ID application should ideally be complete or in progress.
Eye Test Certificate
An optician's certificate confirming your vision meets UAE standards. Many RTA-approved opticians are located near customer happiness centres and cost AED 50–100. Results are valid for 6 months.
Passport Copy and Emirates ID
A copy of your passport (with UAE residence stamp) and your Emirates ID, or the application slip if your ID is still being processed.

The Exchange Process
Visit any RTA customer happiness centre (the Umm Ramool and Al Barsha branches tend to have shorter queues). Take a numbered ticket, and when called, present your documents at the counter. Staff will verify your foreign licence against the eligible countries list and process the exchange. The fee is approximately AED 100–200 depending on licence type. Your UAE licence is typically printed and handed to you on the same visit. Your original foreign licence is stamped and returned to you - keep it safely.
If Your Country Isn't Eligible
If your licence was issued in a country not on the exchange list, you will need to complete the RTA-approved driving course. The process involves a theory test (covering UAE road rules), a parking and yard skills assessment, and a practical road test with an RTA-approved examiner. The duration varies widely - some people pass all stages within a month, others take three to four months depending on availability and test performance. The full course typically costs between AED 2,500 and AED 4,500 including all tests. Enrolling with a reputable driving school (Ittihad, Dubai Driving Centre, and Emirates Driving Institute are the main options) is the most efficient path.
